Reduce Your Project Costs with an ICRIP Fee Waiver

If your project meets the minimum requirements, it may be eligible for a waiver of City fees and SAWS water and sewer impact fees. Exceptions apply. See notes below.

To be eligible for the program, your project must…

  1) Be new construction, rehabilitation, repair or maintenance of an existing structure.
  2) Be residential, commercial, mixed-use, or industrial.
  3) Be located within the Inner City Reinvestment / Infill Policy (ICRIP) target area. Click here to map your property. If it lies in the shaded blue area, it meets the location requirement. The property must also be appropriately zoned for the intended use.
  a. The following projects outside the program area may still be eligible for fee waivers:
  i. A targeted-industry project that includes a new capital investment of at least $50 million or creates at least 500 new full-time jobs.
  ii. A housing project in which 50% or more of the units are affordable to those earning under 80% of the San Antonio Area Median income.
  iii. A community service project built by a non-profit or public entity. Such services include but are not limited to: child care, education, health care, housing, mentoring, crime prevention, and public safety.
  4) NOT be one of the following ineligible project types:
  a. Projects over the Edwards Recharge or Contributing Zones;
  b. Religious or sectarian facilities.
  c. Surface parking lots that are not part of a larger development or expansion project.
  d. 100% publicly-funded projects. This includes bond-funded projects and projects on military installations.
  e. Projects with 10 or more locations by the same or similar name.
  f. Hotels, motels, pawn shops, nightclubs, bars, gun shops, liquor stores, tattoo parlors, tanning salons, tobacco/tobacco-like related establishments, specified financial institutions (see UDC Section 35-A101), non-permanent structures, kiosks, and sexually-oriented businesses.

Additional Considerations

  - Average processing time for a fee waiver is 72 hours from the time of application.
  - There is an administrative fee of $100 for a City fee waiver and $100 for a SAWS fee waiver which must be paid prior to waiver activation. Each waiver is eligible for one free renewal. The processing charge of $100 will apply for each renewal thereafter.
  - Each application must include an estimate of the total fees to be waived for the project. For an estimate of City fees for your project, call 207-1111 or use the online Plan Fee Estimator Click here for Plan Fee Estimator. For an estimate of SAWS impact fees for your project, call 233-2009.
  - Waivers do not provide reimbursement of fees already paid.
  - Waivers attach to the property, not individuals, so all project tradesmen can utilize the same waiver.
  - A separate application must be completed for each property address.
  - City fee waivers are valid for one year from the date of approval.
  - SAWS impact fee waivers are valid for 6 months from the date of approval.
  - SAWS fee waivers amount to 1% of project investment or $5,000, whichever is greater (up to $500,00).

  - All waivers are subject to funding availability.
  - *NOTICE: Your property must FIRST be appropriately zoned for the intended use in order to obtain a fee waiver. Upon application, this will be verified by staff from a cursory review of the City’s zoning map. This verification is only cursory and DOES NOT guarantee 100% accuracy. Before significantly investing in any property, we strongly recommend that you obtain a Zoning Verification Letter from the Development Services Department to ensure that the proper zoning is in place.
